Set-purpose policy

The active barbelic.set-purpose@3.0.0 classifier uses actual repetitions and the entered RPE (13+ reps: RPE ≥ 7.0 hypertrophy, RPE < 7.0 endurance — the same boundary the retired five-band scale drew at level 2, issue #1237), independently of the e1RM intensity distribution. Positive-repetition failures remain useful near-failure evidence. High-rep completed sets without RPE are left unclassified instead of being assumed to be endurance work.
